State Technical Officer: Alliance India

India HIV/AIDS Alliance (Alliance India) is a diverse partnership of like-minded organizations/communities committed towards sustained responses to HIV and allied issues in India. Through capacity building, knowledge sharing, technical support and advocacy, we complement the Indian national programme. Alongside direct project implementation, Alliance India also partners with NGOs and CBOs to support efforts that would have a sustainable impact on HIV. With the core principle of Community First, we work to ensure that vulnerable and marginalized people are meaningfully roped in all aspects of our response. These communities include sex workers, men who have sex with men, people who inject drugs, transgender individuals, Children and adolescents and people living with HIV. The realms of our work are care, support & treatment, prevention, sexuality, gender & rights. Learnings from our success stories are ploughed back into our programmes and policies. We abide by quality and accountability in our interventions, technical support and grant management.

Job Responsibilities

  • Serve as primary contact person for M&E support to enhance M&E systems and standards.  
  • Support and contribute for the development of a SR level Information System through implementation and coordination of standardized M&E reports.  
  • Increase use of management information system and roll-up indicators from the field for effective program coordination.  
  • Support and mentor Project Officers of SSR on utilization of available data for effective project management.
  • Provide hand holding support to SSR level team members on data collection, review, quality checks and its initial level analysis.
  • Provide technical support on M&E and evidence-based recommendations to the Project Manager/Project Director and SSR Partners.
  • To do all possible analysis of data and provide programmatic feedback to the programme team.  
  • Ensure to record, manage and preserve monitoring and evaluation data in a safe and accessible way.  
  • Collection and analysis of data from SSR and ensure the quality and authenticity of the data.
  • Conduct half yearly for OSDV/DQA for all SSRs and ensure data quality.
  • Support and monitor the implementation of online CMIS/Tablet entry for the Vihaan programme at the SSR level.
  • Ensure 100% availability in functional and increased efficiency of utility of tablet-based application at SSRs level for outreach planning, client monitoring and data updates.  
  • Periodic back up of CMIS and tablet-based data including regular data synchronization.
  • Ensure that monitoring visits are meaningful and capture data sought and feed into management decisions.
  • Responsible for the compilation of data from field in the required reporting formats, ensuring its quality and adhering to the reporting timelines. This includes workshop reports, quarterly and annual reports and review and re-planning reports.  
  • Contribute to the planning, co-ordination and implementation of the Vihaan programme work plan.
  • In collaboration with the Programme Manager, develop strategic direction and work plans (as appropriate) for the Vihaan programme.
  • Working in close collaborations with SACS to ensure effective coordination.
  • Work closely with other members of the Vihaan programme team to develop and implement appropriate programme and technical support strategies.  
  • Any other program or M&E related work assigned by Programme Director/Manager.
  • Work with other stake holders working in collaboration with CST program.
  • Uphold the mission/vision and values of Alliance India and to work within its equal opportunities’ framework, demonstrating the behaviours and competencies as appropriate for the position.

Education Qualification/Required Skills & Experience

  • Graduation or Post Graduation in in social sciences, statistics, demography in health or development field (or equivalent).

Experience:  

  • At least 3 years of relevant project or data management experience in the health or development sector.
  • Demonstrated knowledge and understanding of project management at State level, especially at the north-eastern states
  • Previous experience in working with similar types of care & Support/prevention programmes at State/District level.
  • Excellent analytical, writing, and verbal communication skills.
  • Good computer skills using MS office, especially in Excel is mandatory
  • Ability to work effectively in teams as well as independently.
  • Ability and willingness to undertake extensive travel within the responsible state(s)
  • Fluent in regional language in the assigned State, English and Hindi
  • Knowledge of analytical software like SPSS etc will be an added advantage.
