It distributes animals, along with agricultural and values-based training. To families in need around the world as a means of providing self-sufficiency. Recipients must agree to “pass on the gift” by donating animal offspring. As well as sharing the skills and knowledge of animal husbandry. And agricultural training with other impoverished families in the community. The organization receives financial support from the Bill & Melinda Gates Foundation, BlackRock, Cargill, Mastercard Foundation, Walmart and the W. K. Kellogg Foundation.

Job Description

Reporting to the Senior Vice President of Programs for Asia. And with a dotted reporting line to the Chief People Officer, the Regional People Director. RPD is a key member of the Asia Regional Team and Heifer’s Global People Team. It will facilitate implementation of Global People policies, procedures and strategies to the field. Represent the Asia region and the field to the Global People Team, and support Asia country programs. To carry out Heifer’s mission from a People perspective. The RPD will participate in the development and implementation of talent management, business planning. Also, Compensation and benefits, performance development, compliance and employee engagement initiative. Ones that promote an optimum employee experience and enable Heifer’s design and deliver high quality Signature Programs.

Job Responsibilities for HR

Partner in development and implementation of Global People Department strategies, policies and procedures

  • Partner with the Global People Team to develop and implement a Global People Strategy and contextualize. It into an annual workplan that is relevant to the Region’s/Area strategy.
  • Ensure that People-related policies and procedures are in place in the Asia countries. And are regularly updated and followed to maintain an effective and efficient working environment. Also ensure that policies/procedures comply with local labor laws and regulations.
  • Promote Employee Experience and Operational Excellence across the Regional Level and Heifer Operations in Asia and across the different phases of the employment life cycle.
  • Partner with the Global Talent Development function to provide individual-based development experience and trainings that promote Heifer’s culture, supplement skill needs, promote compliance, enhance team morale, and improve organizational performance in support of 2030 goal.
  • Provide leadership and follow up to country program People teams and supervisors in understanding and implementing Heifer policies and practices related to performance, discipline, safeguarding, positive employee relations and related topics, and ensure compliance.
  • Communicate, train, and guide the implementation of new or revised global, regional and local policies, processes, and practices.
  • Collaborate with Global People Team and Risk Management Division in reviewing claims, promoting compliance, performing self-audits, and addressing areas of development.
  • Hold oneself accountable for achieving Regional People goals and provide support to field/project People teams to achieve their objectives.
Represent Region and Field Teams to the Global People Team
  • Provide leadership and ensure representing regional context and strategies in developing the people related global policies, procedures, and strategies
  • Provide leadership and ensure representing country context and ground realities in developing the people related global policies, procedures, and strategies.
  • Liaise between Country Teams, Regional Teams and Global People Teams to expedite people related issues including recruitment, reporting, auditing data, and preparing procedures and guidelines.
Support country/signature programs to carry out Heifer’s mission
  • Collaborate with Heifer leadership within the region to build Heifer’s brand as an employer and develop staffing plans to attract and hire high-quality people needed for successful implementation of existing and future Signature Programs within the region.
  • Through a dotted reporting line, ensure Country People/HR Teams are supported to provide high quality support to the country offices.
  • Support country program People teams to prepare performance objectives that support achieving the organization-level goals.
  • Recruit and onboard Area-Level positions and support filling Area Leadership vacancies
  • Work with Global Compensation and Benefits Director to develop, constantly benchmark, and implement the organization’s compensation and benefits systems within the region to achieve Heifer’s Total Rewards philosophy in support of Asia strategic goals.
  • Promote a culture of respect that celebrates diversity, equity, and inclusion and meets the organization’s duty of care towards its people. Proactively assess and address culture and work environment concerns.
  • Promote a culture of trust, collaboration and support among team members by using Heifer’s values-based tools.
  • Support cross-national knowledge sharing and ensure capacity building of staff within the region; actively participate in region wide HR community network.
  • Develop minimum standards, and support the implementation of staff recruitment, onboarding, promotion and/or termination of contracts in the region.
  • Support the proposal design process through development and/or review of organizational structure, profiles, etc.
Education Qualification/Required Skills & Experience for HR role:
  • BA/BS degree in Human Resources, Business Administration, or another related field. A Master’s degree is a plus.
  • Continued HR education, recognized HR Certifications are major pluses
  • A minimum of 10 years of non-profit and for-profit experience in HR Management required with at least (5) five years of field experience.
  • Successful management/ leadership experience.
  • Thorough understanding of the Asia Region’s labor markets and culture.
  • Experience in high-growth and large projects staffing and employment life-cycle management.
  • Must possess a high level of integrity and credibility. Be comfortable operating managing and building teams within a matrix structure.
  • Self-motivated individual that will continuously look for opportunities to improve processes.
  • Collaborative, team-oriented and servant leadership mindset with strong verbal and written communication skills. English language fluency is required.
  • Self-motivated, agile, and detail-oriented leader with exceptional organizational, interpersonal and conflict resolution skills.
  • Ability to work outside the normal 8-5 schedule to accommodate for the U.S. and Asia time zones.
